Bittorrent downloading is a peer to peer sharing system in which files are shared from different people around the world by splitting up the file into little pieces from each peer and put back together as one file. It is not illegal in the United States in itself, but downloading copyrighted material is. The Pirate Bay however is located in Sweden which has much looser laws about the subject and is safe from being shut down or sued by any other country.
So what is the catch? Why would others just let you have their files for free? Well there really isn't one. Bittorrenting is a community of sharers and as long as everyone does their part in sharing, everyone is happy and no "catch" is needed.
